Hi, do you have a micrometer or vernier you can measure the diameter with? If not a rough guide would be to see if your fingernail gets caught on any ridging at the edge of the discoloration, if yes the spindle will need some attention. There are a number of products made by Loctite and others that could be used to mount the bearing to prevent the inside race from spinning on the spindle. JMPO.
I believe spindles are hard to get, many second hand ones show ovaling of the taper holes that the ball joints connect into caused I believe by impacts such as hitting a curb or big pothole.
You may also raise the steel in worn band by using a good centerpunch and hammer; striking a few dozen equidistant indentions.
The metal around the indention is raised. Afterward, you may need to reduce that a bit using a strip of Emery cloth. Don't let that dust get on your bearing.
