Lots of initial timing necessary. Help?
So use deductive reasoning:
We all know that sbc/bbc runs fine at 15-17 initial.
We know that 36 degrees is the total number to shoot for.
It will not run well at less than "30" indicated.
So.....either the timing tape is off, backwards or not close to being the right tape for the diameter of the balancer, or you are not getting enough fuel at idle when retarded.
Take pictures of you tape/balancer, carb, anything that might be pertinent.......
Edit: I just read your other thread.....454 with a healthy cam, converted back to points.
Did you set dwell when you put the points in?
I feel that what you see and the actual timing are two different things and something is causing that.

So, here is the question:
When you applied the tape, I assume it is sticky on one side, you looked for the TDC on the balancer as a starting point and pressed the tape into position.. How well did the ends of the tape meet-up?
(6" tape on a 8" balancer?)
(8" tape on a 6" balancer?)
Stranger things have happened.
Next question:
Tell us about the Timing Pointer on the timing cover.
