No '81 Vettes used fiberglass hoods. The '81 hoods are SMC (sheet molded compound), which is thinner and lighter (...and weaker...) than the old FRP ("fiberglass"). If SMC body panels are repaired using fiberglass (polyester-based) techniques and materials, it can bubble or break out.

Some good info here. I have read in the past that oils coming up from the bottom side causes issues painting the top side.
