I'm considering a top end kit with new heads and cam for my 1981 stock motor with 76k miles. The car runs cool and doesn't burn any oil. How much of a gamble is it to put in new heads without resurfacing the block?
Blocks do not need to be resurfaced when an engine is torn down unless there is a reason such as blown head gasket or perhaps corrosion from being exposed to the elements for an extended period of time.
The condition of the ring seal is more of a concern. With high miles, this is more of an issue to be concerned about when considering a top end modification.

Once you get your heads off. You will be able to see the condition of your bores. On an engine this old. Pit rust in one or more bores is likely from sitting. And an 81 with those kind of miles has been parked up a fair bit. As per decking the block. If it's within spec. Decking the block most likely isn't necessary. But there are other considerations.
