i think That this green Wire hanging in the passenger side of the engine bay is part of the tsc system?

The wiring in that [factory assembled and installed] TCS sensor is correct....even though it looks very odd, from an electrical point of view. What you need to know is that there are TWO contact sets in that sensor: one for LOW temp condition and one for HIGH temp condition. In either case (operating temp too LOW or too HIGH) the TCS system must route manifold vacuum directly to the distributor vacuum advance can. That's why that "loop" of electrical wiring is in that connector. When the engine temps are "normal", the advance can gets "timed/ported" vacuum which retards the spark advance at idle condition.
The TCS system was a bare-bones attempt at satisfying the EPA toward reducing hydrocarbons emitted from engine exhaust at idle state. Unless you live in an area that has very strict emission testing & standards, that TCS system does NOTHING good for you or your engine. If you are only interested in getting the car judged as in "original" condition, set it up like the factory sent it out. Otherwise, just ditch the system.
