69 Corvette lower steering column spring. Help needed

That is for the steering "lock" cable which prevents the wheel from being turned if the ignition key is not engaged. (Basically an anti-theft device) If you don't want that feature & don't think it is needed to sell the car in the future, cut away. But you also need to permanently fix that detail in proper position so that the column is NOT locked up....
