I see these things here all the time. If you ever sat in one, or were in one while it was trying to go up a hill, believe me, this is not a solution
I vote for an OD transmission and better rear gears... More mpg is certainly obtainable with this. my 84 corvette got fantastic fuel mileage and I'm installing both of these things in my 74 currently.

not a fan of fuel line connections and filter hanging over the exhaust.
Filter closer to front of engine (vertical) and line away from exh is preferrable
As said a good tune, proper tire psi thats about as good as its going to get.
14-15 is awful good for a C3
You could swap aVortec 2200 into it, which is pretty much half of a v8 engine turned to make the heads on top. They make like 150hp so you're back to factory horsepower and half the cylinders!
