Ok Guys lastest issue went for a cruise and Transmission stated cutting up. Sometimes it feels like it’s not shifting into 3rd and kind of looking for a gear feels like it’s looking for the right gear to be in. Fluid level is good. Could it be the vacuum modulator? Transmission only has abut 4 k if that since complete rebuild but probably 4 years time wise. First chance I get I guess I’ll explore the modulator line. Only issue I’ve ever had with a modulator was a Ford and it wouldn’t shift and was blowing fluid and smoke so no real experience with a 400
Sounds like the issue I had with the 350 turbo in my Elcamino a couple of years back. Turned out to be the governor gear was trashed. Dropped out of 3rd on the highway. Would still go but not shift onto 3rd. Easy to replace if you can get to it.

Sounds just like mine after I replaced my trans modulator. Solution was new rubber hose with right size holes for the fitting. Check the hoses to make sure they are sealed well.
I changed the hose on mod. On bottom took it for a spin seemed ok but once it got heated up same issue and sluggish shift from 2 to 3. I went to change hose at top. Damn.
Ok rigged up a nipple with a hose on top took for another cruise. As soon as it got to operating temp. Started cutting up. It just shifts out of nowhere.

I’m with this guy , sounds like a Governor problem and it’s external , easy to check and fix …. BUT you need to get your terminality correct as it’s confusing figuring out on what you’re trying to say , like late shifting aka not wanting to shift up to next gear , also how does it shift manually if you take the RPM up ? If you have a clogged/stuck Governor a good full throttle high rpm manual shift from low 1 to 2nd can sometimes clean out the debris causing it to stick

ok it does fine till it gets operating temp then it doesn’t want to shift. If I manually pull it down to first it shifts. When taking off sometimes it will shift to second most of the time it won’t. If I nail it I’ll get first to second but not drive. Sometimes if I let off and hit it again it’ll shift but then when just cruising along it will shift out of nowhere when it should not.
