I don't know anyone who tunes a Holley 4-bbl carb strictly for economy. They purchase such a carb for performance. And, if it is set up for performance, it won't be in the running for "lowest mpg".... ....even if you keep your foot out of it.

Dont you tune a carb for best performance on a particular motor? 14.7 A/FR stoichiometric value doesnt change for how you tune. 14.7 at idle, and cruise and 12.5 for WOT. Maybe 13 .5 at idle if your car needs to be richer. ITs how the motor is built that decides how much gas its needs hence the jet changes and idle set screw changes. IF you have a 8.5:1 economy mild cam car its going to be tuned to those same values. The jets are just going to be different than an 11:1 fire breathing monster. The given engine will then have a best mpg for its gearing and driving conditions. You cannot tune a 1150 carb to be an economy fuel miser as well as putiing 500 cfm carb on a 1200 hp dragster. A given engine to run efficiently needs to have optimum air flow for what it can use.

Now you can use a 750 quadrajet and detune it work on a 285 hp 350 and use that same 750 on a 500 hp motor and retune it. Obviously the rods, and jets would be different but the AFR would be the same. But the respective gas mileage given the same driver and the same driving characteristics, the 500hp car would use more fuel because its designed to.

As far as I know Holley makes carbs for fuel economy cars as well as race cars

It's the same argument about side pipes. We all know that an under car exhaust will make more power than side pipes but the side pipes are so much cooler.
