To your question, no. Only shows full when actually full. But needle bounces around a lot when cornering or accelerating. Only the '72. I also have a '76 and it does not behave that way.
Well most cars show empty before they are totally empty. That in itself isn't really odd. Perhaps still, a little tweak of the float arm would get you closer. If it's reading normally otherwise, not much else you could do. As per the bouncing. most modern cars have a "Damper" built into the gauge to prevent this. they also go up slowly when you fill them if you ever checked. But old cars are noted for this.

I've battled this issue for years. It could be the bottom end of your sender is bad. You can pull the sender an ddo an ohms reading on the resistance as you go through the range. If that show good reading above the area that the floaat shows empty then the only other thing you can do is buy an exoensive calibration device or bending the float arm but that doesnt always work. I have one and it got my gauge closer but not perfect. I think classic instruments makes it. I'll post a link
