I’m told by an original owner of an early build 1970 that the washer wasn’t initially used in production and leaked badly as a result. The washer was added later in 1970 production to eliminate the leak.

When I was researching the TCS system on my 73 and putting everything back to OEM I had one of those light blub moments and said no way that is going back on the car. One example of GM engineers getting it wrong by being force into bad emission regulations.
