1970 corvette currently has some great wheels and tires on it but it seems to bit about an inch more recessed into the fender than it needs to be. I was already planning on redoing all the suspension so guess my question is there a way to make the wheels flush without using spacers?
You really need to buy correct width and back spaced rear wheels. As to the front the cheap way is to cut a coil or so off the front springs. Or buy the one inch shorter 460# or 550# front coil springs. The real fix is to buy QA-1 semi coil overs which are adjustable ride height with a spanner wrench
I just bought these to lower my front end a bit https://www.ebay.com/itm/284107609956 $484 shipped with tax for two dual adjustable viking coil overs seemed like a great deal to me. Then again I also had no issues using 1/4" spacers with the correct type of lug nuts designed for use with said spacers for safety on my car for the last 6 years.
I may beef up the spring weight if I find these are too soft.. but "over 350" is at least 100# more than I have now so..
Wow sport utility sportscar.. reminds me of the wagon kit of the 70s Do you have any type of legal headlights? I see nothing high enough in the photo. lowering the car will make that situation worse.

Yeah, currently the headlights are shaved and I'm debating how I'm going to approach that, the previous owner put some super cheap led floodlights behind the grill and obviously those cannot stay.

Well, if you aren't in this to save money, you could replace the front clip, and get headlights and your chrome bumpers back. Or cut in for FIA-style headlights.
I have mixed feelings about the FIA style fixed headlights, will probably buy a front clip since it currently has the style where the fender vent is an inserted piece and I like the style where they are sculpted out of the body.

So the 68-69 shark gills? Those are the most iconic.
You can sort of see the lights behind the grill here. You can see the black side vent it has currently here. This is the type of side vent I would like to have on it.
True, they don't have scratches or anything just a bad paint job, the main reason I got rid of them is they did not match the style I am working toward.
