Default Temp gauge issue

Hello, I have a C3 81. The cluster temp gauge is always at max (past rivet). I have checked willcox videos. I have installed a new sender (sensor in front of block driver side) and tested before (room temp / hot water / cold water). The dark green signal wire has a good continuity to the other end (cluster plug) and is not grouded. The ground wire (cluster plug) has continuity with neg pole of battery (ground seems fine but there is a 70 ohms resistance indicated) on multimeter. I have removed and tested the temp gauge by itself and it works ok. The 90 omhs resistance behind the gauge gives a reading of 87.7 ohms. What am I missing here??
