Default Gauge power issue ...

Ok, I am pretty good with wiring, and this should have been a walk in the park, but for some reason I am having issues with the power to my gauge cluster. So just to review, to this point the entire car has a brand new wiring harness, it is not factory replacement but a modern quality street rod harness. To update the wiring, I used a new GM weather pack style multi pin plug to connect the center cluster for ease of removal / installation, when I test the power at the plug all is as it should be, meaning constant 12v, switched 12v. ground, fuel and temp senders are all in play.

Now, when I plug in the harness to the cluster, this is when the issues start, I first came aware of the issue when my newly installed volt meter had no reading when the key is switched to the on position. So when I read the power with my multi meter (the power for the volt meter is taken from the switched temp 12v supply) the reading is only 2.1v, it is the same at the positive side of my fuel gauge. If I unplug the temp and fuel gauge the 12v signal returns, plug either in ... 2.1v? Now I am just confused, and add insult to injury, if I take the pod and plug a 12v input in from my test bench power supply, my volt meter reads 12v and fuel and temp energize ready for their sensor input.

Now I did convert my 71's amp meter to a 72 volt meter but again, all seems well with this mod, so throw them idea's out there if you could cause at this point I'm ready to do it bodily harm!!

Could you provide more detail on this conversion/swap?
What 72 volt meter did you "convert" to?
The OEM 72 C3 gauge cluster was also an amp meter.
