New here.... hello everyone! I have a 1969 corvette with 427. It has a Rochester carburetor with fuel filter in the carb. There is also a loose fuel return line in the engine bay (see photo). Should I buy an additional fuel filter with return line and attach this loose hose? Or can I just plug it? Or possibly just leave it alone?

Remove the in-carb filter and buy the correct fuel line and filter for your car. It should look like this:
Once you have the correct in-line return style fuel filter installed you want to remove the in-carb filter - you do not want to run 2 filters in series to avoid excessive pressure drop through the two filters. Run one filter only.
While you're in there tinkering, get rid of that nasty FlexFan setup and install the correct stock fan and clutch system. - the correct setup can be seen in my photo above.
