Default Check engine light

My C3 has a check engine light on, is their a way to check codes, if not does a 1982 C3 have oxygen sensors, or does the catalytic converter tie directly to the smog pump,

Yes, you have to count the CEL flashes and look up the code set. Yes, it does have one O2 sensor and the the CAT is connected to the AIR pump tube to give it more O2 to burn off the gases better. The BEST info I can give you is to purchase the 82 GM service manual off of eBay. It will be the BEST investment you can make with CFI.

One more thing...Don't just purchase a ton of parts and shotgun them on the engine. That, is NO way to troubleshoot issues. Besides you will be wasting your time and money doing it that way. BUY the GM manual, it has a lot of troubleshooting charts in it on how to fix your engine. GL

Not only is it a waste of time and money, but very likely the 40 year old OEM parts being removed are still better than the new parts being used to replace it!
