Another quick check is to verify that the B+ battery clamp and wire that are attached at the battery are making good contact. Do your voltage drop test at those points.
I’m going to take my car over to my friends garage and put it on his lift next week and check everything out I’ll let you know how it goes. Thanks everyone for the help.
Just be sure that your Fusible Links are still "good". The 1968 has two down near the starter and they do make the horn relay go dead when the fusible links are toasted.
After reading all these replies, I think you are looking at a bad ground and possibly an open fusible link (at the starter connection) Good luck, use the wiring diagrams others have provided to verify connections.

I understood that the fusible link part is the wire between the two black objects. The wire is what gets damaged and the black objects are for connecting and possible to limit the damage to the other wiring. Here is a picture of a damaged link of a similar type that is on my 1968.
Sorry for not getting back sooner but hunting season got in the way 😎 Come to find out my new battery had a bad cell it read like it was ok but when you put a load on it it couldn’t handle it. Got it fixed just in time to put it away as it’s supposed to snow today. Thank everyone for the help.
