Default Heat Riser Valve open or closed?

Hey Guys im new here in this foum. Just a short question:
Is the heat riser valve open or closed when there is no Vakuum connected?

No vacuum to heat riser. Are you asking about hot water shut off?

No the Heat Riser Valve on the Exhaust. I think its also called "EFE"

On a cold start vacuum passes through the EFE TVS switch to the actuator, heat riser closes.
Once engine coolent is at or around 180*F the TVS switch then closes and remaining vacuum in the circuit is exhausted through the exhaust port of the TVS switch, heat riser is open.
The normal or home position of the heat riser valve with NO vacuum is open.

Here are the positions of where the heat riser valve arm is when open or closed
Notice the stop fingers and where they are positioned...

Heat riser is normally open and closes when vacuum is applied.... when they are not sticking and free to move.
