And the Tech has to go to lunch and flattens out the battery from leaving the tool in position, brakes fully applied. Can’t change any of the parameters, you know…

To tell the truth, I didn't see the brake pedal rod in there until you referred to it. However, the purpose is to ensure that after they get the gauges locked in, on the wheels, and roll the car on to the "turn plates", neither the car, nor the steering wheel, move.
But when the steering wheel locks, it gets cocked to the side and is no longer straight. What am I missing?
It appears that you're confusing the "alignment machine lock" with the car's internal steering wheel locking mechanism. During the alignment procedure, the ignition key is left in the neutral position, and the steering column lock is not engaged.
When performing a front alignment, should the steering wheel be locked, or have play like when key is in "on" position? Car is a '76. Many thanks!
For caster and camber the wheel is not locked.
For toe in the engine has to be started, the steering wheel centered, the wheel locked with a tool, engine turned off.
Brakes are locked for checking Caster
Camber doesn't matter
Steering locked straight ahead to adjust toe to centerline , if you do it right steering wheel will be straight when driving straight
