I have been collecting air cleaner heights as well as owners comments about what fits.
Corvettes are hood height limited vs other chevies vs hi-perf intakes.
An air gap is 1/4" to 1/2" too tall, on a C3, even with an OEM drop base air cleaner.
Drop base air cleaners:
OEM Open element = 2.0" drop and 3.0" tall filter
Most aftermarket are 0.5 to 1.0" drop = not enough

I was out of the club by then and not involved at that time. If my name is familiar, it must have been from some other time/event. This is my 55 th year owning the Corvette, lots of past history.

I purchased a new oem style 2” drop base air cleaner for mine from Corvette Central.
If I could find a 2” drop base that would fit I would buy one.
Do you know of a good source and part number?

Don't you have a double pumper?
There is an issue with the secondary pump and the air intake tube.
You either crush the tube 1/2" or get the 67 L88 version drop base that has no tube at all. Or plug yours off.
Is that your issue?
It's pretty common.
A lot of the oem reproduction drop bases are the same, except for the air tube, it moves around.

Yes there is a 68/9 version available also, but that one has the pipe. The vendors say it is the same as the LS6 and the LT-1 version, but that does not sound correct to me. That pipe is in the wrong place for a D.P. I have one. It does fit on a vac sec Holley.
The 67 L88 still used a road draft vent tube, hence no PVC and no pipe.
Not sure what a Holley topped 65 396 or a 66 427/425 used.

Several of the Corvette Vendors parts do not have the specific engine application stuff 100% correct.
Pulleys and belts are mixed up bad enough to make your head spin!
Engine Pic of a $2.1M 1 of 20 1967 L88 with D.P. carb and crankcase filter on valve cover, no pipe. No AIR pump. No vac can.
Same car with pre-emissions road draft tube on left side. No AIR pump either.
Pic of a $305 K 1969 L88, 1 of 188, with air pipe on air cleaner, hose to valve cover fitting, exactly like an LT-1 or an LS6. If you check the blue circle that looks to me like the linkage of a vac sec Holley. Just like the Holley one I have. With the three manifold heights involved in these 3 engines, IIRC the OEM pipe coming out of the air cleaner had to be at a slightly different angle. I only see one repop part for these 3 engines, so the repop may not be 100% correct, as to pipe angle. Note this later L88 also has an AIR pump.
This configuration, of vac sec carb, and an air cleaner pipe in this location, does fit well. A double pumper does not fit that air pipe without crushing that pipe almost half shut, to make room for the sec pump arm.
Now the bigger question here is did the 68 & 69 L88s, and the ZL1s, get delivered with vac sec carbs, or not? I have heard this story both ways. I am sure almost none of the ~188-190 cars have not been restored, so documentation on this is very thin. If they did have Vac Sec carbs, it would have been due to the primitive emission equipment. And I would bet all of that emissions stuff, along with the 2" exhaust, stayed on about 5 minutes on these race engines, back in the day.

Absolutely correct. That "top-flow" filter lid does not solve the problem with the filter lid being too close to the airhorn.
Engine masters also proved it caused more loss than good with their dyno showdown... But they found it did perform well once you taped off the side filter element because it prevented the turbulence.
