Help with steering column

Just got back to working in the steering column again....yep not fixed yet. What I would like to know now is how to install the turn signal cover. Don't know why they call it the turn signal cover because it looks like it covers the high beam rod and plastic slide. The tilt lever also screws in thru it. I know there is a way to install it but I just haven't figured it out yet. Any help would be great, thanks in advance.
