The term surface rust is common with steel bodied cars from the 40s & 50s.
It should not be a term used for frame description of the 70s C3.
I agree, this frame has been in a river once or twice.

I agree the color is funky, but the frame and suspension looks smooth and reflective. If it were a crusty rust bucket, it would be neither.
They are also jacking it under one of the most rust-prone areas of the frame - behind the doors - there's not a flake of rust visible.
Someone tried to remove the undercarriage rust, but the brown surface rusting came right back. Extensive work to make it look decent. But, all it did was to show how bad the rusting was before all that work. Still think it was a salt water flood victim.
Without seeing the WS frame that a huge gamble. As stated water has gotten into the WS frame area and it could be bad. The exposed area has rust flakes,meaning water accumulated in that area for awhile
