I am going to use it for my smartphone holder and since it's freewheeling, the weight of the holder makes it turn easily, thus defying the concept of a smartphone holder.
Hello. I'm not sure if it suppose to but mine in a 69 does and it does work. The "metal barrel" does have a shield and a bulb under the shield attached so I don't really know how many times it could go around before the light bulb wire wraped around tight.The shild does screw up into the barrel to tighten the two together but that may not stop the barrel part from rotating, although will probably make it harder to move.

Which part are you referring to as the 'barrel '...... the element itself or the tube that's crimped to the plate that the element slips into?

this is the replacement part as advertised on Zip Corvette. it seems there is a threaded bolt at the bottom of the housing. Does this threaded bolt need to attach to something else?

The part on the left screws onto the part on the right and the part on the left should bottom out on the console plate preventing the part on the right from turning

Looks like if only two wires (dash light and high current lighter positive) are present then their return ground connections are thru the lighter mounting plate. Would think it should be tight...mine does not turn.

Yes, the two pieces should screw together and hold the assembly tight to the shifter plate — if the lighter spins in the hole, it needs to be snugged up more.

Indeed that was it. I removed the shifter plate and the two pieces were not screwed together properly.
