Following the re-installation of the Dashboard, I saw a ugly bulge on it (see the picture). The fiber behind is not broken. I don’t know what to do to correct that… Does anyone already see that ? What can I do ?

It appears the pad has a 'twist in it's center.
Perhaps you can post a couple of phots from a little further away / back.
That might help people determine what the cause might be.
Are all the pad's screws in place?

It may be damaged from someone trying to remove it without dropping the steering column out of the way. It may be able to be repaired if you take it back off and repair the backside
Before removing it, I'd try heating it up with a hair dryer (highest temp) -- do not use a heat gun!
Once heated, softened, and manipulated (and held) into position it may stay there once it cools.
Chevrolet applied vinyl to the plastic / fiberglass dash panels, then injected some type of foam to provide a little cushion ( remember when “padded dash” boards were a new thing)? The hair dryer will soften the aged vinyl, then used adjustable clamps with cloth pads to get rid of the twisted vinyl, holding everything in place for a few hours. I assume you know that the driver dash panel must be removed and the tach/speedo also removed. It may be smart to start looking on eBay for a used OEM replacement, the restoration panels are not the same. Good Luck.
