I have 3 positions on the switch and the **** rotates. Down is park, middle is off (I assume that's delay) and up is on. Pressing the **** in and the wipers wipe 3-4 times then park. Rotating the **** in the center position does nothing.
Is the middle position delay only or does it run in low if the **** is all the way CW?
I found a post for an 82 about fixing high, low, and washer and a few posts down how to change the transistor for the delay, just trying to understand how the wiper/washer switch is supposed to operate on an 82.
I just checked the washer tank and it has about 3/4 full of washer fluid. I took the grill off and the pump appears to be OEM. I assume that the pump is not working for some reason or I would have had washer fluid in the wiper area where the hoses are laying with broken fittings.
My 82 has five positions.From bottom to top it's mist (momentary), off/park, delay, low speed, high speed. Rotating the **** is the amount of delay and pushing it in is the washer. It's covered in 8A-50 of the FSM.

Ok, I tested and I have 5 positions and all work except delay and washer and I see 8A-50 where it's in the service manual. Must have flipped past that page... now I have the information I need to try and fix the washer and delay.
I'm gonna skip all the wiring diagrams and books on this one, I went through this 5-6 years ago. I remember another thread of yours when you were taking old wiring out, you have the wiper delay module in the back and if that was bad generally your wipers just don't work at all. Get some contact leaner that does not mess with plastic, put the hose in the slot and move the level up and down while sprays, also turn it. Give it time to dry and give it a try.. My 1000 mile away trouble shooting skills lead me to think you may have two issues, delay and no squirt because they are unrelated except for the switch...
I tested the plug at the washer pump and I have voltage there when I press the button and the wipers work so I don't thing it's the control. I'll take the pump out and bench test it. The plug is not sealed and is more or less outside the car so maybe the contacts need cleaning... bench testing the pump will tell that tale.
