I am installing new t-arms and its time to insert the shims,on a 69 do I
need to drill a hole for the cotter pin? The original shims had no cotter pin?

I used 1/4" bolts myself...the cotter pins rattle a bit, so do the shims...I got tired of hearing the chank clang when going over bumps...sounded like I was in a truck full of chains.
As for the keyboard, just buy a new one...there's some cheap ones for like $10. Also, get some gloves...I buy the Nitrile gloves by boxes of 100...only $12...saves my hands and the keyboard, and the repair manuals, etc.
You should be able to look at your frame and decide if there is a hole for a cotter pin. If there is drill a hole for it in the shims. If there is no hole in the frame you can't install a cotter pin anyway so leave the hole out.
