instrument lights not working

instrument lights not working
speedo, tach & instrument (gague) cluster lights are currently inop on my 74....checked the fuse and it appears to be fine :confused: also, the turn signal indicators on the speedo and tach are constantly lit up if i turn the headlamps on, however the turn signals flash appropriately. there also is a wire in my engine compartment that is white and green that leads to the fuse panel, but it is cut off at the end :confused: can anybody help me here? :chevy
