I have broken to code on everything but the BL??????? What is everyones thought on this ebay engine.

I would venture a guess that he missed one of the characters in the stamp. I have lots of BLX, where X is either an A, B,C, D, F, H, or J. No straight BL.

3955270 is an early 427 for a 1969
H 28 8 stands for August 28, 1968 manufacture date.

Also the T09047BL should only have 4 numbers, shouldn't it. I would guess that he has confused the 7 for a letter. Broken down, it should be
T= Tonawanda plant
09= Sept 1968
04= 4th of Sept.
7BL= I think it should only be two letters for the engine code suffex?
