You can just write your own cue file, if you don't know how to do it get the cue file from any other download that you have and just rename the file and edit the contents so the cue sheet points to the proper bin file.

As for burning roms, THAT'S ANCIENT STUFF PEOPLE :)

Get alcohol 120% , it has a virtual device feature where you can "mount" bin files in virtual drives (up to 32 drives I think) by their cue sheet. I never burn roms, I always run it via alcohol. Don't like the game delete the file, no CD's wasted.
