That hose goes to the wiper door overide. I believe it is the valve that opens and closes the wiper door when given the signal from the wiper switch. Did your wiper door open (before your remove your dash)? Do you have a wiper door? If you have the cowl induction hood then you may not have a wiper door and don't need the valve.
