Greasing the speed cable would help unless the cable is broken. Most major vette parts suppliers sell an adapter that screws into the cable and allows a grease gun to be attached on the other end.
When my upper speedo cable got a bad case of the bounces along with being noisy, I took it out and slathered it with white lithium grease. I figure I am good for another 20 years before I have to do it again.
Grease the cable first ,if that doesn't fix it check the cable routing out to see if there are any binds in it anywhere.If those two don't work the speedo head might be worn out.It happens

YOu need to reach under the dash and remove the speedometer cable from the back of the speedometer. Pull the end out from under the dash, slide the inner cable out and grease it with either speedometer grease of white grease and slide it back in.
Unclipping from the rear of speedometer is tricky but it is a tap that you have to push at the same time as you pull the outer speedo sheath back for the rear of the speedometer
