I must have been sleepy when I gave my last response. The yellow wire off the selonoid is the boost for the coil. When running points you should have about 9 volts going into the coil so the points don't burn up. At startup the yellow wire is energized giving the coil a boost of 12 volts to help startup. So it is only energized in the start position. If you are not running points you do not need this. This is why most newer starters don't have this lug on the starter. The other wire sometimes purple or orange is what gives the selonoid the signal to kick in. This is also energized at only startup. So with the key in the start position they both should be energized. If these both have power I would suspect a bad selonoid or starter.
