Inactive means, flattening the coil so it no longer is part of the spring that compresses. When cutting the coils it will heat up part of it and this affects the spring characteristics of that section. Since you already need a flat section to properly install the spring (so that the load is spread and not concentrated in the tip of the spring only making contact, causing a huge load on the pocket) it's good practice to flatten the last coil section.

Okay understand. I also added coil ends, Bubba version. Nylon lock weaved hi-pressure fuel injection hose cut and pushed over both ends of the coil springs which prevents metal to metal contact and keeping the coil in place, rust etc.

Get the 550 lb springs in the front for handling and cut them if you want it lowered more than 3/4s of an inch but be careful if you ever plan on putting long tube headers on your car because these cars sit pretty low already.
