What is the best way to clean the Dulco shifter panel on the 96 Vette?

shifter panel?
like the trim around the shifter? the leather boot? what exactly?
I sometimes use a damp soapy rag to clean anything thats dirty (which isn't often)
I use Black Magic Tire Wet on all my dash, seats, trim, weatherstripping, anything plastic, vinyl or leather.

If you're talking about that rubberized stuff just be careful: it rubs off, scratches, etc. pretty easily. On mine, I use the least caustic stuff that'll get off scuffs or dirt.
So, first something to take off dust and dirt like a lint rag (swiffer?) and then cotton and water, gently. Maybe it's good, maybe not.
So far it looks good.

damp soapy rag. I've seen plastic parts cleaner too made for this sorrt of thing.

Yes, this is the trim plate replaced the old one with a new one and it is sticky, catches all dirt. Thanks for your help.
