I have heard this question asked a million times. I usually reply, jokingly however, that it was the airbag in its infancy. Which in all accounts may not be too far from the truth!!!
I have seen the conversion kits. The only useful ones I think one could consider would be those which offer a leather type storage pouch where the "pad" use to be. Myself...I like the pad....even if it serves no particular purpose. I have heard people say its as ugly as the front end of an Edsel....I don't agree.
That is a nice panel--I remember seeing one of our forum member's breadbox replacement that had an analog clock mounted in it. I thought it looked really sharp. I think the flat panel by itself looks unfinished--either put an emblem there or something else lie the above mentioned clock. Otherwise, it ends up looking like the dash of an '82 Camaro.
When they were designing the car for the '83 year some kind of passenger protection like that was expected to be required, but that requirement got dropped. When the car was produced in '84 they just left it like that.
As I stated eariler I like the bread box, but would I be pushing it to say it reminds me a little of the older C1s that had the grab bar with the word Corvette written behind it?
