My 87 and 88 had the light. I just looked under my 93 Ruby, no light.
My 89 has the light..
I closed my doors after pulling in the garage and shut the garage light off and noticed a rather bright glow under the rear of the car.. cool option. I goes off when the interior lights go off..
Not sure if it's a year specific option or a 'light group' option..
What's interesting is that the light housing under the back of the C4 is the same housing used for the license plate lamp on the C5. The bulb is a 194 so if the light doesn't work , try a replacement bulb.
I believe that all C4's had the rear lamp by the spare tire as standard equipment. There was no specific lighting group or other option that got the light. The only possible difference would be 1994-96 C4's that got the run flat tires as an option (RPO WY5) as they didn't get a spare tire or carrier.

One other reason I disagree is that my 93 Owners Manual makes no mention of the lamp. I checked the sections on changing a tire, changing bulbs, features etc. if it was installed GM was trying to keep it a secret!

This light is not on my 1996 either. And no mention of it in the owners manual, and it's not listed in the replacement bulbs section.

I don't have this option on mine, meaning I do have a spare tire. So, that's not the reason for no light
My 92 DOES have one. It's lower and has a different bracket, about a 1/2" higher than the lowest part of the bumper a hair to the right of center. I didn't know it was there either! Doesn't work, but soon will. Here's a pic.

The picture helped verify my 93 does not have it, the bracket is there but no lamp. So far it seems like 92 may have been the last year, I'll ask my son-in-law to look at his 92 and report his finding.
I looked it up on the parts CD and see two lamps listed, PN 16519986 fits early cars through 1990, PN16509351 fits 91 & 92, no lamp is listed for 93 and newer.
The lamp is still available from GMPD and is only $8, if I can find a pigtail connector in the harness I may try adding it to my 93.
