I believe it's just a vent tube.
On the cars that don't have this tube, is the plastic nipple on the vacuum switch still there? Perhaps the rubber tube is just gone?
As with a lot of thing in the auto industry, they make small changes along the way. Perhaps the ones without this tube, vent the vacuum in a different manner or different type of switch?
