The PKE light (on the DIP) should come on for 2 seconds and then go out when you first turn the key. This is normal, do you have something else happening.
That obviously does not sound good. The lamp is controlled by the PKE receiver as part of the initial power up selftest. Not any external inputs really affect that function. I think you are going to end up replacing the PKE receiver.
In my case the lamp would never light. I spent a lot of time checking every in and output to the box. In the end it was the receiver. For this type of symptom when light is never on or never goes off its probably going to be the PKE itself.
Well before you do all the above reprogram your PKE fobs. IT may resolve the problem. But as posted about that may be the worst case senario. The Factory Service Manual has the procedure to do this.

Not to be negative…..But
If the PKE light always stays on, how do you know when it entered the programming mode. If it always stays on it will never flash either.
Also when bringing the FOB over the car you will never know when it links up.
To activate/deactivate the system..hold down the door button for at least 5 secs & see if the locks cycle. If they do you should be ok. If they don't you have other issues.
To progrma the remotes
1. Move all transmitters out of range.
2. Turn the ignition key on.
3. Push TRIP OD0 on the Driver Information Center twice.
4. Within five seconds, press and hold FUEL INFO
until the PASSIVE KEYLESS ENTRY light comes on.
5. Turn the ignition off, but leave the key in the ignition.
The PASSIVE KEYLESS ENTRY light should begin to flash to show
the system is in programming mode.
6. Bring one transmitter into range. The light will stop flashing and
stay on to show that the code is stored.
7. Move the transmitter out of range. The light should start
flashing again.
8. Repeat Steps 6 and 7 with each additional transmitter.
The programming mode will shut off if:
You don’t program any transmitters for two minutes.
You take the key out of the ignition or turn the ignition on.
You have programmed three transmitters.
I had a remote that I bought on the forum...never worked...and got rid of it. That was a year or so ago. Never used the PKE or tried anymore until I get a good functioning remote. Other things for the car took priority.
Anyway, when I checked thoughout the day, the PKE light was still on. I got in at about 3:30 and it was off. Hasn't come back on yet.
I was gonna go through the gambit of checks once I got home and was even gonna check codes.
Know anyone that might want to sell a remote for less than half an arm?

Key access of course. The PKE light was on this morning when I walked out but when I got to work and turned the car off, it went out. C4 Gremlins I suppose. Guess I need to pull my door apart this weekend and look at the antenna/sensor.

FYI – The door solenoid circuit goes thru the PKE. The relays for the solenoids are in the PKE and controlled by the PKE when you have normal FOB interaction. The same relays are energized by the electronic door lock/open switch on each door also.
When PKEs go bad they can lock, or unlock the doors as well as the hatch. Those Gremlins are probably living in the PKE and activating the door relays at will.
You will probably find nothing by examining the antenna. But a defective door (shorted) switch might cause some of the problems you are having.
You can pull the fuse to disable the electronic door locks.
My PKE works normal and leave my keys in the car while car is in garage at house. Sometimes it decides to lock the doors, but then opens them right up. It also makes click sounds which it tries to unlock to doors when its open already. It has a personality and is the nature of the beast.
