I had a vet friend who trained her cat to stay off her counter tops using compressed air devices. They were like those compressed air cans used for dusting computer keyboards, but with a motion sensor to activate it. Every time the cat jumped up.... WHOOOOOSH... and the cat jumped down. She had to use several to cover all the counters in the kitchen. It took some time, but the cat eventually learned not to jump up. I bet you could put a couple of these on your car. Check with a pet store and see if they have them.

Ms Friz's last cat was absolutely mortified of aerosol cans. Any kind of aerosol....didn't matter the contents. Pretty soon, we didn't even have to spray it....just picking up a can of Glade sent the cat into a frenzy, hunkered down and scurrying behind the bed. I found this quite amusing, of course.
The can of Money House Blessing air freshener was thereafter dubbed the "Big can of Cat Spray".....and it kept the cat in line very well.
The cat would start bellowing and being a general PITA from time to time.....and all I had to do was say "I'M GONNA GET THAT BIG CAN OF CAT SPRAY!!!" and the cat would do an about face and make a beeline for behind the bed. Was hilarious.
The poor ol' Kittah turned 14 last year and called it a day. Died of liver failure. The Mrs. was devastated. I even kinda miss the damn thing myself.....but I've got Sweetsie to keep me occupied. Now where did I leave that damn can of cat spray???
Yup....the Big Can of Cat Spray runs the felines off.....and it smells damn good too! Seriously....if you can't find this stuff in your local store, order it online. The vanilla is great!

It's just air freshener....but a lot of cats seem to be terrified by the sound of aerosol cans, regardless of what is in them. Now if you could train the cat to associate the smell with the sound.......the scent alone might keep it off the car.
Worst case scenario, your car cover would smell nice.
