I don't know what in the mechanical drive of the headlamp motors would cause that, but there may be some issue with the way he reassembled the motor. Reversing the polarity of one of the motor connectors would cause that problem. Check the polarity of the connector for the motor that is 'down' when the headlamps are on. Maybe use a couple of jumpers to temporally reverse the polarity to see if it cures the problem. Maybe someone here with more experience on late C4 headlamps will chime in.
He put the linkage arm on backwards. The one with the roll pin.
If that is not it (above) one of mine initally would not open upon rebuilding both and I discovered that I over tightened the worm gear adjustment.... (?) good luck...
