I will dig into my bag of tricks this weekend to try and diagnose the problems. I appreciate all of the advice. All of the pics are at night in my garage so the detail isn't great. I'll get some better ones this weekend.

Then somebody went to some trouble converting your 90' from an early C4 to a late C4. The early C4's had the concave rear bumper with round taillights and 'C3' style front bumper. The late C4 had the convex rear bumper with square taillights (rounded corners tho', but not round) and the rounded front bumper.

Also the side gills seem to be 91 and up as well

One minor incident on Autocheck that damaged the steering arms on the right front in '06 but no other incidents on Autocheck. Someone also put an LT5 info plate on the cupholder cover. Looks like they were making a ZR1 clone or something. The charcoal color matches all over the car.

Hmm, like F22 stated, if this car is indeed a '90, someone went to a lot of work to accomplish this. If he was trying to make a ZR-1 clone, I wonder why he would bother to change the front nose, unless it had been damaged some how? Very interesting.
I'd pull the LT5 data plate and if there's any ZR1 emblems on the body, I'd pull those too. IMOH, nothing worse than a fake ZR1. There's not enough 'look-at-me' frills on the real ZR1 that make it more obvious to the casual observer, from a regular C4. Only a seasoned C4 guy can spot the differences and there are many and once he or she see's that it's not a real ZR1 then they know it's bogus and to me, there's a bad smell to that.
You can easily replace the LT5 data plate with the correct L98 data plate. Nothing wrong with the L98 whatsoever. Our Blue One defiantly dares me to have a good time driving it!

Actually pretty common and not that much trouble to switch a 90 to look like a later car. Many people just prefer the 91 - 96 style, and the 90 does have the new interior. I've seen quite a few conversions, and occasionally someone will buy the parts to do it from me. The high dollar part is the front bumper assembly ($700, the rest is about $350). That smoke gray metalic is one of the prettiest colors made when you get it in the bright sunlight (if that's what it is) looks brown in the light..
I checked the sub structure carefully because the body work wasn't original and there is no damage. I like the rounded edges and convex rear panel much better. There are no ZR1 badges so maybe it was just an esthetic update applied to the car.
The charcoal is much lighter in the sun light and looks almost black in the pics. I really like the overall look of the car. I just wish Chavrolet had put mor QC in the interior bits. They are pretty cheap and cheesy. I will concentrate on making it go and then worry about the odds and ends.
