It's not always like this. I used to be a FORD guy and I survived.
Don't bother trying to glue the old headliner back on. Go to a good fabric store and ask if they stock headliner material. Thanks to my wife that is where I got mine. My 90's headliner was drooping so I laid it on a table with a heavy towel under the top to protect the paint and scraped the old liner off. I used a narrow putty knife (about 1"wide) to remove the old liner, foam and insulation. I didn't do this but may do it later, buy some foam rubber sheet about a 1/4" thick and glue this to the top using spray contact glue. Then spray glue on the foam, don't need to spray on the headliner material, and lay it in place. Use an Exacto knife or a razor blade to trim the excess leaving enough to tuck under the lip on the edge of the top. Use the putty knife to push the headliner material under the lip being carefull not to tear the material. The headliner material has a thin layer of foam rubber but it won't provide much insulation value. The 1/4" layer of foam should provide more insulation. Also to avoid a mess, use masking tape on the edge of the top frame to keep glue off that area. I think I paid $11 for the headliner.

They did try velcro on the first C4s, but they went to bolts when the tops kept blowing off......WW
PS...But Seriously, this is the best stuff to use for headliners...
