You can't unless you actually purchase a CCM that has been rebuild and had the memory cleared. You could have yours rebuilt but I don't know why you would be concerned, spend the expense involved on some of your parts. The expense involved is "considerable" and looking at your location it gets worse, much worse.

the mileage is stored in the CCM. It's buried deep behind and underneath the radio. I did change one year's ago, but do remember it was a job.
I was only thinking if was possible to reset the ccm and the cluster for to start the new rebuild engine from 0 KM without changing nothing this is all but if is not legal or i can find others problem i don't move.

If the OP wanted to do as he mentioned it's entirely possible and most states have a label that can be affixed to the door jamb signifying that the change of speedometer/odometer was done at XXXXXX miles. I've seen it done in Virginia "first hand" but only at State Safety Inspection stations. Most states just eliminate the mileage "documentation" at the title transfer at resale if the vehicles 10 years old or older. I believe that it can be requested to be documented on transfer. I was told that at a DMV when I questioned it once. In my state the title odometer information reads "not required" for 10 year plus vehicles.
I believe every state has an odometer statement requirement that if completed correctly at the time of sale would negate any reference on the ODOMETER. Here's I believe the complete list for the US:
