My wiper blades have been bothering me lately. When in the resting position, the driver side is about 3" above the stop and the passenger is about 6" above. See below:
Side note, my wiper motor/switch only runs on high. I found an unplugged plug one day, and when I plugged it in, the wipers were always on. I'll debug that later, but is it possible that high does not return the wipers to their normal positions?
Last question: my '84 FSM, on page 8B-4, says that "The windshield wiper motor and all connecting linkage are covered in the Body Service Manual." Is that a separate book? I've looked through the body section of this book and have found nothing pertaining to wiper motors.

Never had this exact problem, but the pic makes it look like the wipers are in what I would call the "pause" position, i.e., where they pause between swipes when they are doing the delay wiping, not continuously. Not sure what the problem is, but when the wipers are turned off, the wipers should go to this position and then move to the fully off position which is down under the edge of the hood against the stops. Hope this gives you or someone else some ideas. Good luck!
OP - until you correct the issues with the motor they will never 'park' correctly.
cuengineer pointed out 'appears paused' and you mentioned when you plug in the disconnected connector creates an always on won't quit, you've got precisely what I'd expect.
Contactors(3), park-switch(2) or cover kit(1) in first image. Crank arm and transmission linkage adjusting couplings in a second image.
Thanks everybody, this is just the sort of information I needed. I guess this fix will be on the backburner until I have time to debug why the wiper motor is always on. I'll open a new thread when I get to that.
