Its a 12volt system so I would guess 11-12 minimum may blink slower with less and not as bright, you should have around 14 running.

Wierd tail light
The right rear tail light:
1. Turn on the lights, left and right work.
2. Turn on the right turn signal, it does not work. Turn on the left turn signal, it does work.
3. Left rear brake light works. The right one does not.
4. Turned on the right turn signal and attached an ohm meter. .8 on the right inner bulb contact. 0 on the right outer bulb contact.

Check that both front and rear are working. You may have a bad ground on that side, also be sure the sockets are clean.
