This is probably another repeat question. 89 Vette. Looking for a 12 volt, ignition controlled source, somewhere under the dash on the driver's side. Looking to add a couple of aftermarket electronic gauges.

There are 2 spare wires under center counsel for acc. use, 1 hot all the time and 1 with ignition or acc. on. I forgot what colors are but they have scotch-locks and should be easy to find.

'91 is the 'first year' for the wires you mentioned.
If you're up to it you could add in a relay and just trigger it off an existing circuit like the ipc or just use an add a fuse on the fuse panel on the passengers side.. Unless those circuits aren't ignition switched at the panel. In which case I would do the same just tapping from the ignition wire and use a relay under the column.
Haven't looked at this post in a few days. Cigarette lighter is not ignition controlled. Hot all the time. I ended up tapping into the radio power source, and all seems to be working fine. The two gauges I hooked up to it use very little juice, so all should be well. Thanks all for the info.
