It looks like the third digit is a 3 (??) If so, it was made the 5th week of 2013...somewhere between January 28th and February 3rd. The first digit is the week it was made and the last 2 digits are the year.

I've figured it out. Prior to 2000, only 3 numbers for the date. First 2 were the week and 3rd was the year
