What's the difference in height between the two sides? If one side is much lower than the other, it may be due to one side of a spring beginning to delaminate. Another possibility is a failure in one of the shocks. Gas shocks do hold the car up a bit so if the gas charge has gone out of a shock you could see about an inch difference from one side to the other.
While it's relatively easy to change the rear ride height with bolts, the front requires shims. In any event, there should be very little difference between the left and right side if the shocks and springs are in good condition..

Are you measuring from a fixed point onthe chasis? You cannot measure the wheelwells on a c4 and compare side to side. There are variations from side to side, a common quirk of the C4.
