Is there any way to test the Oxygen Sensor to see if It's functioning correctly??? Also can they be cleaned or does it make a difference???

A good scan tool can tell you exactly what the O2 sensor is doing and if it is operating correctly. A Tech1 or Tech2 at the dealership can do it also. While you "could" clean it, I believe that most agree not to.
They run about $25 - $45 bucks depending on the brand and type. Not that hard to replace in general.
Over at Corvette Action Center, Hib Halverson has a review of the newer style Denso O2 sensors versus the AC-Delco units and he appears to prefer the Denso units for his 95 ZR1. While an O2 sensor should last 75k - 100k miles, Hib recommends replacing them much sooner. Around 50k I believe.
You can jump the A&B terminals on the ALDL then idle the engine. The frequency of the SES flashes will tell you if the system is in open or closed loop. If the system goes closed loop, the 02 is working, but the SES fglashes won't tell you how well.
If I remember correctly, one flash per second indicates closed loop and faster flashes indicate open loop.
To see how quickly it's cycling, you need a data logger. I don't know of any other way.
Thanks Guy's The car is an 86 and I have no idea if it's been changed. Think it's time to get a new one. I'm putting one of Mid America's straight-thru stainless systems with Borla stainless mufflers so this will be a great time to do it. What is a good one??? Mike 88 Z 51 mentioned the Denso.

If you're going to run full length headers, you'll need a heated 02 sensor, Bosch 13190 at AutoZone.
Simple three wire hookup: one white wire goes to ground, the other white wire goes to a switched 12 volt source and the black wire ties into your existing 02 wire.

How high a mv reading is their supposed to be at an idle with long tubes?
The range I've seen on mine is a low of 125mV to a high 923 mV. What's also important, too, is how quickly it cycles up and down across 450mV, which is about the mid-point.
Our systems cannot maintain a perfectly constant 14.7 air/fuel ratio. Instead, what it does is go from rich to lean and back to rich again, over and over. If you monitor the activity with a data logger you'll also see the Rich/Lean indicator constantly switching back and forth between rich and lean.
So the 02 voltage will continually cycle over the 450mV mid-range and sort of averages the A/F ratio. The 02 voltage should not be constant either above or below 450 mV but should cycle.
