It sounds like the bolts may have been re-used too many times and had lost some of its strength from the torquing. They are a metric (10.9) equal to a grade 8 bolt and they should take that torque with no problem. It's also a good idea to chase the threads in the caliper bracket as you could get some of the threadlocker left in there when the bolts are removed.
BTW, the 133 ft-lbs is what my 87 GM manual says. The later 166 ft-lb torque values in the GM manual also gives you a +/- 15 ft-lb variance in the torque spec. The 133 ft-lb value for the earlier cars do not have that variance.
The Chilton's manual is garbage. There are lots of values and even complete procedures that are generic in that book as well as the Haynes book and may not apply specifically to any one model year.
